Mr. Baist has 40 years of experience in providing air quality services to state environmental agencies, the U.S. Environmental Protection Agency, federal agencies, and industrial clientele. He has assisted New Jersey Department of Environmental Protection (NJDEP) in the implementation of the Operating Permit Program for over 14 years and has worked in the Preconstruction Permit Program for 14 years.
Mr. Baist has been the permit reviewer for several major facilities with Title V operating permits in New Jersey including refineries, bulk petroleum and chemical storage, glass manufacturing, municipal waste combustion, municipal sewerage treatment plants, pharmaceutical, chemical, and electric power industry. His vast experience with the entire realm of operating permit implementation; ranging from conducting pre-application conferences with facility representatives to issuance of the final operating permit. Mr. Baist has expertise in developing compliance plans that assure compliance with all state requirements and federal air regulations including New Source Performance Standard, Prevention of Significant Deterioration, and National Emission Standards for Hazardous Air Pollutants. He also has written response documents and participated in several public hearings which resulted from the public comment stage of operating permits.
